Description

Nurses and other clinicians experience high rates of burnout and unhealthy behaviors that can adversely impact the quality and safety of healthcare. When compared to the general population, nurses have an increased prevalence of depression, anxiety and suicide.

Dr. Paulmeno is the founder & CEO of Global Health Systems Consultants, a public health consulting firm (2009-present). She holds a Doctorate in Nursing from Quinnipiac University; Bachelor’s & Master’s degrees in Gerontology, & is a member of the International Nursing Honor Society, Sigma Theta Tau International. She is licensed as an RN in NYS & CT, and as a Nursing Home Administrator in CT. She is nationally Board-Certified in public health through the National Board of Public Health Examiners; in case management through the Commission for Case Manager Certification; and through the National Council of Certified Dementia Practitioners.
 
Dr. Paulmeno was Director of Nursing and then Administrator at Nathaniel Witherell in Greenwich, CT (1989-2002)
Director of Community Heath Planning for Greenwich DPH (2002-09) and created the public health disaster response plans for Avian Flu & SARS, & a pandemic planning template for nursing homes. She wrote the public health disasterplans/education curriculums for the biologic agents of terrorism, & the Town’s Mass Immunization Plan. She is a member of the volunteer Greenwich Medical Reserve Corps & Red Cross Disaster Mental Health Team. During COVID-19 she returned to theGreenwich Department of Health serving as their Public Health Promotion Specialist.
She has worked in clinical, administrative, executive & regional coordinator roles in the spectrum of long term care, acute & chronic in-patient& out-patient psychiatric settings, & in the specialty areas of public, population & community health.
 
Dr. Paulmeno is Past President of the Connecticut Nurses’ Association (CNA); Chairman of The Patient is U Foundation (TPIU); Trustee of the Connecticut Nurses’ Foundation, a Founding Board Member of Wheel it Forward, Inc., a Board member of the Southwestern Connecticut Area Agency on Aging (SWCAA). She was twice elected to local public office & was an appointedCommissioner on the Greenwich Commission on Aging, & on the CT Commission on Health Equity (2008-16).
 
She is a member of the American & Connecticut Nurses Associations, the Connecticut Public Health Association & the Greenwich & American Geriatrics Societies. She speaks publicly on numerous health, aging, & public health topics, including CIVID-19.
 
She received the Connecticut Nurses Association’s Diamond Jubilee Award for Lifetime Achievement (2021); she was the 1st nursing recipient of The Patient is U Foundation’s Nursing Halo Award (2019), & received the 65 Over 65 Nursing Legacy Award from the Connecticut League for Nursing (2018). She was inducted into the St. Thomas Aquinas Alumni Hall of Fame ( 2018).
